In a bowl, combine soy sauce, calamansi juice, brown sugar, oyster sauce, black pepper, and salt to make the marinade.
Add the sliced beef to the marinade, mix well, cover, and refrigerate for at least 1 hour (preferably overnight).
Heat 2 tablespoons cooking oil in a large skillet over medium-high heat. Add the marinated beef and cook for 5-7 minutes, stirring occasionally, until cooked through and slightly caramelized. Transfer to a plate and keep warm.
In the same skillet, add the minced garlic and sauté until golden brown and fragrant.
Add the cooked rice to the skillet with garlic, stir-fry for 3-5 minutes until well combined and heated through. Season with a pinch of salt if needed.
In a separate pan, heat 1 tablespoon vegetable oil over medium heat. Crack eggs into the pan and cook sunny side up until whites are set but yolks are still runny, about 2-3 minutes.
To assemble, place garlic fried rice on a plate, top with beef tapa and a fried egg. Serve with sliced tomatoes and cucumber on the side, if desired.
