Preheat oven to 400°F (200°C) and lightly oil a baking pan or line it with parchment paper.
In a large bowl, combine warm water, honey, and yeast. Let sit for 5 minutes until foamy.
Add gluten-free flour, salt, olive oil, rosemary, and garlic powder to the yeast mixture. Mix with a wooden spoon until a sticky dough forms.
Transfer dough to prepared pan. With wet hands, spread dough evenly to about 1-inch thickness.
Drizzle top with olive oil and use fingers to make dimples in the dough. Sprinkle with coarse sea salt.
Let dough rest for 15 minutes to rise slightly.
Bake for 25-30 minutes until golden brown and cooked through.
Cool slightly, slice, and serve warm.
