Break up any clumps in the day-old cooked rice so that the grains are separated.
Heat the vegetable oil in a large skillet or wok over medium heat.
Add the minced garlic and sauté for 1-2 minutes, stirring constantly, until fragrant and lightly golden (do not let it burn).
Add the cooked rice to the skillet. Stir-fry for 3-5 minutes, mixing well so the garlic is evenly distributed.
Pour in the soy sauce, add salt and black pepper, and stir to combine. Taste and adjust seasonings as needed.
Add the sliced green onions and drizzle with sesame oil (if using). Stir-fry for another minute.
Remove from heat, garnish with extra green onions or parsley if desired, and serve hot.
