In a bowl, toss the sliced beef with cornstarch, 1 tablespoon soy sauce, and a pinch of pepper. Set aside for 10 minutes to marinate.
Heat 1 tablespoon vegetable oil in a large wok or skillet over medium-high heat. Add the marinated beef in a single layer and stir-fry for 2-3 minutes until browned. Remove the beef to a plate.
Add the remaining 1 tablespoon oil to the pan. Add the ginger and garlic, stir-frying for 30 seconds until fragrant.
Add the snap peas and stir-fry for 2 minutes until they are bright green and just tender.
Return the beef to the pan along with green onions. Pour in the remaining 1 tablespoon soy sauce, oyster sauce, sesame oil, and sugar. Toss everything together and stir-fry for another 1-2 minutes until heated through.
Taste and adjust seasoning with salt or extra soy sauce if needed.
Serve the stir-fry hot over cooked jasmine or white rice, garnished with sesame seeds if desired.
