Preheat oven to 350°F (175°C). Grease a 9x9 inch baking pan or line with parchment paper.
In a medium saucepan over low heat, melt the cannabutter and regular butter together. Remove from heat and let cool slightly.
In a large bowl, whisk together the granulated sugar, brown sugar, eggs, and vanilla extract until smooth.
Slowly add the melted butter mixture to the sugar mixture, whisking constantly.
Sift in the flour, cocoa powder, salt, and baking powder. Stir until just combined.
Fold in the chocolate chips.
Pour the batter into the prepared pan and spread evenly.
Bake for 25-30 minutes, or until a toothpick inserted in the center comes out with a few moist crumbs.
Let cool completely in the pan before cutting into 12 squares. Store in an airtight container.
