Heat olive oil in a large skillet or sauté pan over medium heat.
Add diced onion and garlic, sauté for 2-3 minutes until softened.
Add ground turkey, cook until browned and cooked through, breaking it up with a spoon (about 5-6 minutes).
Add diced bell peppers to the pan, stir and cook for 4-5 minutes until slightly tender.
Stir in smoked paprika, cumin, chili powder, salt, and black pepper; cook for 1 minute to toast spices.
Add canned diced tomatoes (with juices) and chicken broth, stir to combine.
Add cooked Spanish rice (or pre-cooked rice), mix thoroughly and let simmer for 8-10 minutes until flavors meld and rice is heated through.
Taste and adjust seasoning if needed. Remove from heat and garnish with fresh cilantro if desired.
